Boao Forum for Asia: Promoting Dialogue and Collaboration in the Dynamic Region

The Boao Forum for Asia (BFA; Chinese: 博鳌亚洲论坛; pinyin: Bó’áo Yàzhōu Lùntán) is a non-profit organization that hosts high-level forums for leaders from government, business, and academia in Asia and other continents to share their vision on the most pressing issues in this dynamic region and the world at large. BFA is modeled after the World Economic Forum held annually in Davos, Switzerland. It has its fixed address in Bo’ao, Hainan province, China, although the Secretariat is based in Beijing. The forum known as the “Asian Davos” inherits its name from the town of Bo’ao, located in China’s southern Hainan province, which has been the permanent venue for its annual conference since 2002.

Driving Economic Integration: The Founding of Boao Forum for Asia

The Forum is committed to promoting regional economic integration and bringing Asian countries even closer to their development goals. Initiated in 1998 by Fidel V. Ramos, former President of the Philippines, Bob Hawke, former Prime Minister of Australia, and Morihiro Hosokawa, former Prime Minister of Japan, the Boao Forum for Asia was formally inaugurated in February 2001. The founding of the BFA was driven by the People’s Republic of China and founded by 26 Asian and Australasian states on 27 February 2001. The organization held its first meeting from April 12–13, 2002.

Discussions at the BFA focus on economics, integration, cooperation, society, and the environment. In the past, the forum also addressed China’s entry into the World Trade Organization, as well as Southeast Asia’s economic crisis during the 1990s. The geopolitical strategy ‘China’s peaceful rise’ was a topic of discussion for the forum in 2004. In addition to its annual meeting, the BFA also sponsors other forums and meetings related to Asian issues.

Noteworthy Moments: Highlights from Boao Forum for Asia

2008: The Boao Forum For Asia Annual Conference 2008 was attended by heads of government from countries including Australia, Pakistan, Norway, and Kazakhstan. It also saw the historic meeting of Taiwan’s Vincent Siew with President Hu Jintao.

2009: The Boao Forum for Asia Annual Conference 2009 was held from April 17-19, 2009. The conference brought together government leaders, business executives, and scholars from Asia and other continents to discuss key regional and global issues. The conference addressed topics such as economic recovery amidst the global financial crisis, sustainable development, and regional cooperation.

2010: The Boao Forum for Asia Annual Conference 2010 took place from April 9-11, 2010. Leaders from governments, businesses, and academia convened to exchange ideas and insights on various topics of significance to the region. The conference featured discussions on economic growth, trade, innovation, and social development. Notable attendees included heads of state, CEOs of multinational corporations, and renowned experts in their respective fields.

2011: The conferences brought together business, industry, and political leaders in the region to discuss energy and resource security, development, and trade.

2013: Notable figures such as Bill Gates, George Soros, and Christine Lagarde attended the forum, with Xi Jinping delivering the keynote address.

2014: The 2014 forum was held in Hainan, from April 8-11, 2014, with the official opening address from Chinese Premier Li Keqiang on April 10. Indian business tycoon Mr. Ratan Tata was appointed as a member of the Board of Boao Forum, a rare distinction for an Indian in the Chinese government-backed influential body.

2015: Leaders or deputies from 16 countries, including Armenia, Australia, Austria, China, Indonesia, Kazakhstan, Malaysia, Nepal, the Netherlands, Qatar, Russia, Sri Lanka, Sweden, Thailand, Uganda, and Zambia, attended the forum.

2016: The Boao Forum for Asia held its annual conference in March 2016, focusing on the theme of “Asia’s New Future: New Dynamics, New Vision.” Discussions centerer around sustainable development, innovation, and inclusive growth in the region.

2017 Boao forum for Asia

2017: The 2017 forum, themed “Globalization and Free Trade: The Asian Perspectives,” took place in March and featured discussions on the future of globalization, trade liberalization, and economic cooperation in Asia.

2018: Boao Forum for Asia marked its 20th anniversary with the annual conference in April 2018. Titled “An Open and Innovative Asia for a World of Greater Prosperity,” the forum addressed various topics, including technological advancements, economic reform, and regional integration.

2019: The 2019 Boao Forum for Asia, held in late March, revolved around the theme “Shared Future, Concerted Action, Common Development.” Key discussions encompassed topics such as sustainable development, digital economy, and regional connectivity.

2020-2021: The Boao Forum for Asia Annual Conference 2020 was cancelled due to the COVID-19 pandemic. However, the forum resumed in 2021 with the theme “A World in Change: Join Hands to Strengthen Global Governance and Advance Belt and Road Cooperation” and was held from April 18-21, 2021 in Boao.

2022: The Boao Forum for Asia Annual Conference 2022 was held on April 20-22 at Boao under the theme of “The World in COVID-19 & Beyond: Working Together for Global Development and Shared Future. Chinese President Xi Jinping delivered a keynote speech via video at the opening ceremony.

2023: The Boao Forum for Asia Annual Conference 2023 was held from March 28-31. Chinese Premier Li Qiang delivered a keynote speech at the opening plenary of the Boao Forum for Asia Annual Conference 2023. Other notable attendees included Singapore’s Prime Minister Lee Hsien Loong, Malaysia’s Prime Minister Anwar Ibrahim, and Spain’s Prime Minister Pedro Sánchez.

Throughout these years, the Boao Forum for Asia continued to gather influential leaders, entrepreneurs, and scholars to foster dialogue, cooperation, and understanding among Asian countries and beyond. The forum served as a platform for discussing critical issues, forging partnerships, and promoting regional and global development.
