The Ministry of Transport has unveiled revised regulations governing the express delivery sector, set to take effect from March 1st, 2024, which aim to strengthen consumer rights.
The updated “Regulations on the Administration of the Express Delivery Market” were approved during the Ministry of Transport’s departmental meeting on December 8th, 2023, and the announcement was made on the ministry’s website on January 4th.
According to the new regulations, companies engaged in express delivery services are expressly prohibited from confirming parcel receipt on behalf of users without their explicit consent. Additionally, these enterprises are barred from autonomously delivering parcels to smart parcel lockers, express service stations, and other terminal service facilities without user approval.
Violations of the provisions may incur penalties, ranging from corrective orders to warnings, and fines. Offenses include confirming parcel receipt without user consent, unauthorised use of smart parcel lockers or express service stations for deliveries, and mishandling parcels by throwing or crushing.
The move signifies a shift towards accountability in the express delivery industry, aligning with the broader goal of strengthening consumer rights.
