Up to 3 million yuan! Haikou Introduces New Measures to Boost Catering Industry

Recently, Haikou issued “Ten Measures to Promote High-Quality Development of Haikou’s Catering Industry” (hereinafter referred to as the “Measures”). These measures are designed to assist catering enterprises in overcoming difficulties, stabilising and expanding consumption, and fostering high-quality growth within the industry. Eligible catering enterprises can receive rewards of up to 3 million yuan.

Reward Eligibility and Criteria

The “Measures” specify the criteria for eligible beneficiaries:

  • Revenue Growth Rewards: Catering enterprises that meet the “upgrade and reach the standard” conditions, rank among the top 30 in revenue, and have a growth rate higher than the city’s average level or achieve an annual revenue increase of more than 10% year-on-year will be awarded between 100,000 to 300,000 yuan.
  • Rent Reduction: Support varies based on the type of leased property and the length of the lease.
  • Interest-Subsidized Loans: Enterprises with good credit and development potential can receive interest-subsidized loans of up to 10 million yuan for a maximum term of three years.
  • Promotion Activity Rewards: Enterprises that achieve a commercial retail growth of more than 10% during promotional events can receive up to 500,000 yuan.

Creating Catering Consumption Scenarios

The “Measures” also support the development of unique and influential food landmarks:

  • Food Landmarks and Cultural Streets: Rewards are available for characteristic food and cultural commercial streets that achieve a commercial retail growth of over 10% through promotion.
  • Time-Honoured Brand Recognition: Enterprises recognized as “China Time-honoured Brand” or “Hainan Time-honoured Brand” starting from 2024 will receive a one-time reward of 100,000 yuan and 50,000 yuan, respectively.
  • First Store Openings: Establishment rewards up to 3 million yuan are available for opening the first Asian, Chinese, South China, or Hainan store by renowned domestic and international catering brands, based on 30% of actual decoration expenses.

Enhancing Personnel Training

The “Measures” emphasize the importance of personnel training in the catering industry. They support catering enterprises in building talent reserves, implementing unemployment insurance policies to stabilize employment, and enhancing employees’ professional sense of belonging. This aims to create a positive social atmosphere for the industry’s development.

Inclusive and Prudent Management

The “Measures” also focus on inclusive and prudent management of the catering industry:

  • Public Places Management: Increase management of public places conducive to the development of catering, such as cultural commercial streets, large business districts, and food landmarks.
  • Coordinated Supervision: Establish and improve a coordinated supervision system among departments, implement the “enterprise commitment system,” and reduce unnecessary on-site inspections of noise and oil fume purification facilities by third parties.

Important Reminder for Catering Enterprises

Haikou reminds catering enterprises that some of the support policies in the “Measures” can only be enjoyed individually and are not eligible for multiple rewards.

With these measures, Haikou aims to support its catering industry in achieving sustainable and high-quality development.
