1 What is the address where I can apply for a work permit for foreigners coming to China in Haikou?

A: Haikou Foreign Experts Bureau are responsible for approving work permits for foreigners coming to China in Haikou (except for provincial departments, units and their subordinate units).

2 What is the online notification system URL?

Employers can apply at the website of Service system for foreigners working in China http://fwp.safea.gov.cn/ or  http://39.155.161.12.(It is highly recommended to log in to the official system using Google Chrome!)

3 Where can I find the online application guide?

To consult notifications from the National Bureau of foreign experts and a guide to services for issuing work permits to foreigners coming to China (temporary) (FEB published [2017]36), please refer to the websites: http://fwp.safea.gov.cn/ and http://wqb.haikou.gov.cn/.

4 What is the “Two Certificates Integration” for foreigners working in China?

On December 30, 2015, the State Council’s Office of Reform officially replied to the Ministry of Human Resources and Social Security and the National Bureau of Foreign Experts Affairs with a Letter on Integrating Foreigners’ Work Permits in China (Revision and Reform Office [2015] No. 95).

It was agreed to integrate the “Admission of foreigners in employment” and“Foreign Experts’ Work Permit in China” into a “Work Permit for Foreigners in China”, and the State Administration of Foreign Experts Affairs is responsible for the implementation of this permit.

For those who have worked in China for more than 90 days, the “Two Certificates Integration” consists of the original “Foreign Experts’ Work Permit in China” and the “Foreigner Employment Permit” unified as “Foreigners Work Permit Notice”, using electronic forms, the employer and the applicant can print online; the original “Foreign Expert Certificate” and “Foreigner Employment Permit” unified as “Foreigner Work Permit”.

The “Foreigner’s work permit” is a legal document for foreigners working in China.

Foreigners to work in China for less than 90 days (including 90 days), can apply for a work permit for foreigners to come to China or an invitation for a foreign expert working in China.

5 What are the application requirements for foreigners to work in China?

(1) The basic conditions for the employer are set up in accordance with the law, and they must have no record of serious violation of the law.The positions employed by foreigners should be special needs, i.e. a temporary shortage in the country and must not violate the relevant provisions of the state.

Foreigners employed are paid a salary, and that salary shall not be lower than the local minimum wage. Where the laws and regulations stipulate that the competent authorities of the industry should pre-approve a position, they must be approved.

(2) Basic conditions of the applicant;

They should be at least 18 years of age, healthy with no criminal record, there are certain employers in the province, with the professional skills or an appropriate level of knowledge necessary to perform their work.

The work undertaken is in line with the needs of China’s economic and social development, and there is a shortage of professionals in that area in the country.

Where laws and regulations provide otherwise for foreigners to work in China, they shall be stipulated.

6 What is the specific procedure for employers to hire foreigners to work in China (working in China for more than 90 days)?

(1) The employer or entrusted specialized agencies? Shall register an account with Service system for foreigners working in China, submit the license application online, and print the Notice of Work Permit for Foreigners online after approval.(2) Foreigners can apply for the Z visa, F visa or R visa to the embassies and consulates of the People’s Republic of China with the “Notice of Work Permit for Foreigners” and other required materials.

(3) Within 15 days after entry of a foreigner with a valid visa, the employer applies for a “Foreigner Work Permit” online and obtains the certificate from the local foreign work management department.

(4) Within 30 days after entering the country with a valid visa, the foreigner must go to the exit and entry management agency of the public security bureau where the employing unit is located to apply for a residence permit.

7 What kind of supporting documents do I need to submit when applying for a foreigner’s work permit in China (working for more than 90 days in China)?

1. A foreigner’s work permit application form2. Certificate of work qualifications.

3. Certificate of the highest degree (Diploma) obtained or relevant approval documents

4. Professional qualification certificates

5. Non-criminal record certificate

6. Medical certificate

7. Employment contract or certificate of appointment (including a letter of dispatch for international corporations).
